About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 20, is soliciting offers for Lynx Security System support and software services through solicitation number 36C26026Q0218 issued as a request for quotation (RFQ) on January 21, 2026. The procurement involves continuous technical support and software maintenance for the existing Lynx duress and access control system at the White City VA Southern Oregon Rehabilitation Center and Clinic, including remote programming support, monthly system testing, business hours technical support (8:00 AM–5:00 PM CST Monday–Friday), emergency after-hours support, product software updates, online training via MS Teams, and 200 SMS text messages monthly. The contractor must maintain 99 percent system uptime, perform preventive maintenance per manufacturer specifications, and provide immediate response to system failures affecting the facility's ability to provide veteran care. While specific evaluation criteria are not detailed in the solicitation summary, the contractor must maintain positive standing with the VA Technical Reference Model and comply with all security and badging requirements. The offer due date was February 6, 2026, at 1500 PST.

This procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns certified in the SBA certification database, with subcontracting by non-certified SDVOSB firms not to exceed 50 percent of government payments. The contract has a $25 million ceiling and includes a base period from April 1, 2026, through March 31, 2027, followed by four one-year option periods extending through March 31, 2031. The justification documentation confirms that only Lynx brand name software services can fulfill this requirement due to the critical safety functionality of the existing system, which provides two-button panic alerts directly to VA Police Dispatch with real-time location identification. Market research conducted in December 2025 determined the requirement eligible for the SDVOSB set-aside competition. Payment terms are NET 30 with electronic invoice submission, and the place of performance is White City, Oregon.
