About this opportunity

The Department of Veterans Affairs, Network Contracting Office 20, is conducting market research to identify qualified contractors capable of providing medical gas system inspection and maintenance services to VA medical facilities and clinics across the Western States Network Consortium (WSNC), which encompasses five Veterans Integrated Service Networks serving 17 western states and territories. The WSNC spans VISN 17 (Texas, Eastern New Mexico), VISN 19 (Montana, Wyoming, Eastern Idaho, Eastern Nevada, Utah, Colorado), VISN 20 (Oregon, Washington, Idaho, Alaska), VISN 21 (Northern California, Nevada, Hawaii, Philippines, Guam, American Samoa), and VISN 22 (Southern California, Arizona, New Mexico, Southern Colorado). Interested vendors must demonstrate technical capability and compliance, including possession of ASSE 6000 series certifications, ability to comply with NFPA 99, Joint Commission, and VHA Directive 7515 requirements, OSHA 10-hour certification, and training in NFPA 70E and NEC standards. Evaluation will be based on vendors' experience with medical gas system inspection and maintenance in healthcare facilities, prior experience with VA or other federal healthcare systems, documented inspection processes, and capacity to service a significant portion of the WSNC catchment area with existing capabilities. Interested parties must submit a capabilities statement by November 7, 2025, including company information, SAM Unique Identifier, pricing schedules, and specific service locations they can support.

This procurement carries no set-aside designation and represents an Indefinite Delivery/Indefinite Quantity (IDIQ) contract spanning five years with an annual review process. The contract encompasses comprehensive system inspections, repair of findings, routine service calls, and system shutdown/standby services for piped oxygen, nitrous oxide, nitrogen, medical/dental air, vacuum systems, and waste anesthetic gas disposal (WAGD) systems across multiple VA facilities. Individual task orders are limited to $450,000, with a total contract ceiling of $12,250,000. The contractor must provide detailed electronic and paper inspection reports within 20 business days, maintain 24/7 emergency response capabilities with response times of 3-6 hours depending on facility location, and perform work primarily during standard business hours (8:00 a.m. to 4:30 p.m., Monday through Friday), with potential for after-hours work in critical clinical areas. All contractors must be licensed, bonded, and insured, and must comply with NFPA 99 and Joint Commission standards, OSHA regulations, and extensive safety protocols throughout the contract period.
