NASA's Shared Services Center is conducting a sole-source procurement for VA One Software renewal from Keysight Technologies, with a capability statement deadline of September 1, 2026, at 8:00 a.m. Central Time. The software addresses low-frequency deterministic, high-frequency statistical, and complex mid-frequency hybrid acoustic problems across airborne and structure-borne applications. NASA's Acoustics Office staff has over 15 years of experience with the software; transitioning to an alternative vendor would require substantial retraining and redevelopment of existing acoustic models.
The procurement will proceed under FAR 12.102(a) for commercial items and services, with NAICS code 513210. Interested organizations may submit capability statements in writing only—no oral communications or quotes will be accepted. Submissions will be evaluated solely to determine whether the Government should conduct competitive procurement; the final decision to compete or proceed with sole source remains at Government discretion. Synopsis:
NASA/NSSC has a requirement for VA One Software Renewal.
NASA/NSSC intends to issue a sole source contract to Keysight Technologies under the authority of FAR 12.102(a). It has been determined that Keysight Technologies is the sole provider of VA One Software.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Johnson Space Center (JSC).
The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial
The NAICS Code for this procurement is 513210.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 a.m. Central Standard Time on 9/1/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
NOTE: Quotes received in response to this notice will NOT be considered and will not be evaluated by NASA’s Technical End User Team. We are currently only requesting Capability Statements.
