☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Keysight Technologies announced the acquisition of the ESI Group, the developer of VA One software, on November 3, 2023. This software is the industry standard for acoustic modeling and analysis within the aerospace sector and meets the technical requirements necessary to support acoustic modeling for the International Space Station (ISS), Exploration Extravehicular Activities (xEVAS), and Gateway Programs. VA One addresses low-frequency deterministic problems, high-frequency statistical challenges, and complex mid-frequency hybrid issues. The VA One with Foam and Foam-X extensions features a comprehensive graphical user interface, a 3-D system-level modeling environment, and the capability to model both airborne and structure-borne acoustic problems. Additionally, the software supports modeling noise control treatments across various applications.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The Acoustics Office staff has over 15 years of experience utilizing the VA One software for computational acoustic modeling. Transitioning to a different vendor or brand would necessitate a significant investment of time for training and redevelopment of models for the ISS, xEVAS, and Gateway Programs.

ADDITIONAL COMMENTS:

Keysight Technologies acquired ESI Group, the developer of the VA One software, and is the sole manufacturer and vendor of VA One software and its supporting licenses. There is no second source.

This software was previously purchased on HHPC, but the license requires annual renewal for the software to be usable and up-to-date.
