About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is issuing a Request for Information to support third-party AI support services procurement, with RFI responses due October 7, 2026, and solicitation release anticipated for early first quarter Fiscal Year 2027 or October 2026.
This is the third RFI in a three-part acquisition strategy. VA seeks market research on services to support enterprise AI platform deployment and adoption across up to 50 VA business units serving 18.25 million veterans. No set-aside is used.
Performance occurs primarily at contractor facilities with limited onsite work at VA facilities. Travel costs are included in firm-fixed pricing. The contract structure spans one 12-month base period and two optional 12-month periods, not to exceed 36 months total.
Key service areas include IT operations support, customer success and adoption, role-based virtual training for twelve job categories, champion user training, data connectivity and integration, development of VA-built AI assistants and agents, responsible AI compliance, user feedback loops, financial monitoring, and migration support. Illustrative priority tasks involve full-development lifecycle services for AI use cases in two modes: configuration and extension of commercial products (Anthropic, Google, OpenAI) or custom application development, with deliverables including solution recommendations, technical designs, working software, custom code packages, evaluation results, and documentation. The contractor must coordinate with VA, a separately acquired Enterprise AI Product Provider, Cloud Service Providers, and other stakeholders while maintaining portability, transitionability, and compliance with NIST frameworks and VA directives.
RFI responses not exceeding 20 pages must address company capability, subcontracting needs, technical challenges, pricing benchmarks, payment milestone structures, rough order of magnitude pricing by task, NAICS codes, SAM UEI, VOSB/SDVOSB status verification, and VAAR 852.219-75 compliance. Submit electronically to Contract Specialist Amber Davis (Amber.Quivers-Davis@va.gov) and Contracting Officer Joe Jones (Joseph.Jones6@va.gov), noting RFI 36C10B26Q0834 in the subject line. This RFI constitutes market research only and does not commit the Government to contract or reimburse response costs.
