About this opportunity
The U.S. Army Futures Command, Combat Capabilities Development Command Aviation and Missile Center at Redstone Arsenal, Alabama is seeking to procure a Torque Measurement System (TMS) Kit capable of testing a T408 Turbine Engine with a Variable-Geometry, Radial Outflow Compressor Air Dynamometer 250. The government intends to award this as a sole source, firm-fixed price delivery order to Concepts NREC, the Original Equipment Manufacturer, under FAR 6.302-1(a) authority as the only responsible source that possesses the proprietary data necessary to meet the requirement. The TMS Kit must include a module with shaft-to-engine components, plumbing, calibration kit with weights, and electronics including signal processor, Rotastat Control, and 90-foot cable. Additionally, the contractor must conduct a V250 Application Study for the T408 Aircraft Engine, evaluating interface requirements, test plans, inertia, speeds, and power considerations. The procurement supports the Flexible Engine Diagnostics Systems program, and interested parties must demonstrate they possess or have authorized access to the necessary proprietary data from Concepts NREC. The response deadline is September 20, 2005, though this appears to be an error in the posted date information.
This procurement does not utilize any set-aside designations and is categorized under NAICS 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Concepts NREC is identified as both the incumbent and the intended sole source contractor, being the Original Equipment Manufacturer with exclusive access to the proprietary technical data required for this specialized torque measurement system. The government lacks sufficient rights to the proprietary data necessary to compete this requirement, which necessitates the sole source approach. The contract will be structured as a purchase order with firm-fixed pricing, though specific award values or budget ranges are not disclosed in the synopsis. The deliverables include both hardware components and engineering analysis, with the application study requiring comprehensive evaluation of the V250 Dynamometer's compatibility with the GE T408 Turboshaft Engine testing requirements. The procurement timeline appears compressed, with the government posting the pre-solicitation notice on September 10, 2025, though the due date discrepancy suggests potential clerical errors in the chronological information.

Missile Center (AvMC), Prototype Integration Facility (PIF), at Redstone Arsenal, Alabama, is issuing this
synopsis in accordance with FAR Part 5.203. The Government intends to issue an award on a sole source basis
for a firm-fixed price (FFP) delivery order to Concepts NREC for the procurement of a Torque Measurement
System (TMS) Kit capable of testing a T408 Turbine Engine with a Variable-Geometry, Radial Outflow
Compressor (VAROC) Air Dynamometer 250 (V250 Dyno). The only known capable source with access to the
proprietary data necessary to provide this requirement is Concepts, NREC, the Original Equipment
Manufacturer (OEM).
The proposed contract action is for supplies or services for which the Government intends to solicit and
negotiate with only one source under authority of FAR 6.302-1(a).
The Contracting Officer determined that Concepts NREC is the only source that can reasonably meet the
Government’s requirement in accordance with Title 10 U.S.C. Section 3204(a)(1), as implemented by Federal
Acquisition Regulation (FAR) 6.302-1(a)(2)(i), “Only one responsible source and no other supplies or services
will satisfy agency requirements.”
The only known capable source with the proprietary data necessary to procure this supply is the Original

has a viable plan to obtain, generate, or otherwise secure authorized access to the necessary proprietary data
from Concepts, NREC.
The Government intends to award a purchase order to Concepts, NREC, the OEM. This synopsis is not a
competitive request for proposals; however, the Army will consider entities who submit capability statements
that show proof that it currently possesses or has authorized access to the necessary proprietary data, or has a
viable plan to obtain, generate, or otherwise secure authorized access to the necessary proprietary data from
Concepts, NREC. The Government will consider any capability statements received within 10 days after date of
publication of this synopsis.
