About this opportunity

The Veterans Health Administration Network Contracting Office 21 has issued a Special Notice announcing its intent to conduct a sole-source procurement for temporary lodging services supporting pre and post heart transplant patients. The agency plans to negotiate directly with Navy Exchange Service Command to provide lodging accommodations for veterans and their families participating in the VA Palo Alto Heart Transplant Program. This notice serves as a market research tool to identify potential alternative sources that may possess the necessary capabilities and resources to fulfill these specialized lodging requirements. The procurement falls under NAICS code 721110 for Hotels and Motels and carries the product service code V231 for lodging services. The contracting opportunity is specifically designated to support the VA Palo Alto Health Care System in California.

The primary objective of this procurement is to secure non-clinical temporary lodging facilities within a 10-mile radius of the VA Palo Alto Health Care System for medically stable veterans who can independently care for themselves and their family members. Interested vendors must submit capability statements by October 3, 2025, at 3:00 PM Pacific Time, including comprehensive business information such as company name, business type, socio-economic status, contact details, GSA contract numbers, and DUNS numbers. While the government intends to proceed with sole-source negotiations, all responsible sources are encouraged to demonstrate their capabilities and proximity requirements through compelling evidence of their ability to serve this specialized patient population. The facility must be located within the specified geographic boundary and provide appropriate accommodations for veterans undergoing treatment through the heart transplant program. The determination of whether to pursue competitive procurement remains at the government's discretion based on the responses received to this notice.
