Update #4 · Latest ·
The purpose of this amendment is to publish Q&A 2:
Q&A 2
The new executive order signed by President Biden increases the minimum wage for federal contractors to $15.00 per hour starting January 30, 2022. The Wage Determination listed in the Solicitation, has a revision date of 12/21/2020 and an hourly rate of $10.95 plus any specific category. Am I to assume that we would need to increase any employee wage rates as of that date, based on the new EO, or is this contract grandfathered in? From what I understand, it is not. Can you clarify how the new Executive Order will affect this contract starting January 30, 2022?
The Wage Determination attached to the solicitation is the most current on the SCA website. Next year pay rate Wage Determination will increase according to the new law. This is a pay rate that requires the employer to pay the employees at a minimum. The government cannot tell you what you should be paying your employees but the minimum at this time $10.95 and starting 30 Jan 2022, $15. The quote is asking for pricing for the job, not itemizing the hourly wage of your employees. There is no grandfather clause.
Update #3 ·
This modification is to correct the CLIN structure and add clarifying information on CLINS 0010 as well as answer Q&A Set 1:
Q&A Set 1
1) It's stated as a RFQ and that quotes are due on Thursday May 20, 2021 by 8:00 a.m. Are you just requesting the price quotes or do you want Volume's 1-4 also delivered at that time.
The entire package (Vol 1-4) are to be submitted at the same time by Thursday, 20 May 2021 by 8:00 am.
2) If Volume's 1-4 are needed at that time, does the Past/Present Performance Questionnaire need to be sent directly to our clients/references and those clients will need to email to you? Would they also be required by the May 20 deadline?
Yes, the Past Performance Questionnaire is to be sent to your clients/references for them to complete and they are to be sent directly to me by the deadline 20 May 2021 by 8:00am.
3) Will you need me to send our Contractor Performance Assessment Reports (CPARS) for the past 5 years?
If you have CPARS, I will pull them due to the short notice time constraint. Please ensure you provide your DUNS so your records can be pulled.
4) I notice there is only a price quote for Wheelchair wait time Item Number 0010. The past contract had wait time for all levels of service. Is this correct?Â
The CLIN structure has been modified and additional information provided on CLINS 0010. Please reference the New Price Schedule Attached.
