About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 2 is seeking an armored car services contractor to provide personnel, armed professional guards, armored vehicles, and related labor for the pickup and delivery of cash and monetary documents across five VA Medical Centers in Upstate New York (Albany, Bath, Buffalo, Canandaigua, and Syracuse). This is a new requirement under NAICS code 561613 with a small business size standard of $43 million, and the solicitation is using unrestricted, full and open competition. The evaluation will focus on three primary criteria—technical capability, past performance, and price—with technical capability and past performance combined being weighted approximately equal to price in the selection process. Key deadlines include December 11, 2025 at 10:00 AM ET for submission of questions and December 18, 2025 at 10:00 AM ET for submission of offers, with offerors required to submit three volumes covering Technical Capability, Past Performance, and Pricing. The Quality Assurance Surveillance Plan emphasizes four key performance indicators: quality of service, schedule adherence, management of key employees' trainings and certifications, and accurate invoice submission, with poor performance subject to payment deductions, adverse ratings in the Contractor Performance Assessment Reporting System, and potential contract termination.

There is no set-aside designation for this procurement. The base contract period runs from January 5, 2026 to January 4, 2027, with four additional one-year option years available (B+4 option structure), providing up to five years of potential contract performance. No specific award value or budget range is disclosed in the solicitation documents. Contractors must comply with applicable Department of Labor wage determinations for the five counties where services will be performed, with minimum wages of $17.75 per hour under Executive Order 14026 plus $5.55 per hour for health and welfare benefits, along with paid vacation and holiday provisions. The contract requires comprehensive past performance evaluations across dimensions including Quality of Service, Timeliness of Performance, Business Relations, Customer Satisfaction, and Management of Key Personnel, with prospective contractors expected to provide references that will be contacted through a Past Performance Questionnaire process.
