About this opportunity
Veterans Integrated Service Network 4 at Coatesville VA Medical Center intends to solicit a five-year IDIQ contract for rideshare and transportation services supporting the Compensated Work Therapy program, with responses due to the sources sought notice by August 7, 2026. No set-aside is anticipated at this stage; the VA is conducting market research across socioeconomic categories including SDVOSB, VOSB, small businesses, and large businesses to inform acquisition strategy.
Performance occurs in Chester, Montgomery, Delaware, and Lancaster Counties in Pennsylvania, with potential expansion to Delaware and New Jersey. The contractor will provide transportation for veterans enrolled in the Compensated Work Therapy program who face barriers to employment, vocational training, and related appointments. Services are required seven days per week, 24 hours per day, 365 days per year. The contractor must establish accounts with rideshare providers such as Uber and Lyft, perform comparative cost analysis for trips scheduled at least 48 hours in advance, and provide quarterly cost reports. Emergency transports within 0–48 hours do not require comparative analysis. Monthly invoices must be submitted electronically through the Tungsten Network within 15 days following the month of service.
The Government reimburses actual rideshare service costs only; contractor profit and G&A fees are not reimbursable. The contractor must maintain 24-hour communication availability, notify the VA Point of Contact of incidents within one hour, and meet performance standards including 100 percent on-time scheduling notification, error-free written communication 95 percent of the time, and customer support with no more than two dissatisfaction incidents. The contract period runs from September 29, 2026, through September 28, 2031. NAICS 485310; PSC V119.
