About this opportunity
Naval Sea Systems Command intends to solicit Computer Program Engineering Support for Naval Surface Warfare Center, Dahlgren Division with a capability-statement deadline of August 12, 2026, and formal RFP release anticipated in April 2027.
This is a follow-on requirement under Seaport-NxG IDIQ only; incumbents are CACI, Inc. and Peraton, Inc. The work encompasses naval weapons and combat systems development, test, evaluation, certification, in-service software maintenance, training, and simulation systems for platforms including Aegis, Aegis BMD, Guided Missile Frigate, Littoral Combat System, DDG(X), and Zumwalt, with support also extending to USCG, USMC, Foreign Military Sales, and NATO programs. Performance includes requirements analysis, system engineering, design reviews, software development, virtualization, prototyping, developmental and integration testing, operational testing, fleet and test-site support, system safety engineering, cybersecurity testing, and strategic planning. Performance occurs at NSWCDD in King George, Virginia; land-based test sites; and onboard Navy ships.
The prime contractor's primary facility must maintain a TOP SECRET Facility Security Clearance and SECRET safeguarding clearance. All personnel require a minimum SECRET Department of Defense Industrial Security Clearance; TOP SECRET/SCI clearance required for select positions. Personnel must comply with DODM 8140.03 cybersecurity workforce requirements and maintain relevant certifications. Contractor must establish secure network connectivity to NSWCDD within 180 days of award using Type 1 encryption.
The base period is twelve months with four twelve-month option years (60 months total if fully exercised), with performance anticipated to begin no later than January 19, 2029. The Government contemplates a hybrid approach combining Cost-Plus-Fixed-Fee and Firm Fixed Price Level of Effort task orders.
Capability statements not exceeding ten pages (font size 9 or greater) are due by noon EST on August 12, 2026. Industry Day is scheduled for August 17, 2026, at the University of Mary Washington Dahlgren Campus; pre-registration closes August 13, 2026.
