The contract requires a total estimated effort of 1,760,640 annual labor hours distributed across five contract line items (CLINs 2000-2400). The labor mix encompasses 20 distinct categories ranging from Program Manager and Deputy Program Manager positions to junior-level engineers and technicians. Key personnel positions include six senior roles: Program Manager (1 FTE), Deputy Program Manager (1 FTE), Principal Systems Engineer (2 FTE), Senior Systems Engineer–Combat Systems (2 FTE), Principal Software Engineer (2 FTE), and Senior Test Engineer (1 FTE). Non-key personnel categories include Senior Systems Engineer, Systems Engineer, Junior Systems Engineer, Senior Software Engineer, Software Engineer, Junior Software Engineer, Test Engineer, Junior Test Engineer, Programmer, and Computer Technician. All personnel are assumed to be located at the Contractor's facility unless otherwise specified in the Statement of Work.

Key personnel qualifications emphasize extensive experience with combat systems and enterprise-level M&S solutions. The Program Manager position requires a BS degree, 10 years of general combat systems experience, and 15 years of specific experience. The Principal Systems Engineer requires 15 years of general combat systems experience with 10 years of specific experience. Principal Software Engineer candidates must have 15 years of general software engineering experience with 10 years specific to combat systems software architecture. Non-key personnel must meet minimum qualifications based on their labor category, ranging from 2-10 years of experience depending on seniority level. All resumes for key personnel must be reviewed by the Contract Specialist and Contracting Officer's Representative before approval of direct charges. Replacement key personnel must possess qualifications equal to or higher than the individuals they replace. Personnel are expected to possess proficiency in software languages including Ada, C, C++, Java, and Python, and demonstrate expertise in systems engineering, software development, testing, and requirements analysis for military combat system applications.
