This procurement will encompass both recurring and nonrecurring work required to produce and deliver these specialized mission kits for the V-22 Tiltrotor aircraft. The procurement will be conducted on a sole-source basis, with the government justifying this approach under Title 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, citing that only one responsible source possesses the requisite knowledge, expertise, and totality of engineering and technical data necessary to perform the work. While this is not a competitive solicitation, interested parties may submit capability statements within fifteen days of publication to demonstrate their capability to respond to the requirement; however, the government retains sole discretion in determining whether to conduct a competitive procurement based on responses received. The due date for capability statements is December 24, 2025.

This procurement carries no set-aside designation and is anticipated to be awarded to Bell Boeing Joint Program Office, located at 401 Tiltrotor Drive, Amarillo, Texas, as the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and the only known source with the necessary technical qualifications. The contract action falls under NAICS Category 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC Category 1680 (Miscellaneous Aircraft Accessories and Components). While no specific award value or budget range is disclosed in this pre-solicitation notice, the procurement involves a planned quantity of 23 rescue hoist mission kits. Interested subcontractors seeking potential subcontracting opportunities are encouraged to contact Michael Lee at Michael.F.Lee2@boeing.com for further information regarding supply chain participation.
