About this opportunity
The Bureau of Engraving and Printing (BEP), a component of the Department of the Treasury, is procuring two UV-Vis-NIR spectrophotometers to replace end-of-life equipment at its District Currency Facility in Washington, DC. These spectrophotometers are essential for measuring optical properties of ink and paper materials used in U.S. currency production, ensuring materials meet quality specifications before being used in the production process. The solicitation requires a single integrated instrument with specific technical capabilities including a wavelength range of 200-2500 nm, 1 nm spectral resolution, and a 150 mm integrating sphere for measuring diffuse reflectance. The contract includes a base year with four optional 12-month periods for preventative maintenance and calibration services, along with installation, training for up to 8 BEP personnel, and a minimum one-year warranty. The evaluation will use a Lowest Price Technically Acceptable (LPTA) process considering technical compliance, past performance, and price. Quotes are due by 2:00 p.m. EST on August 18, 2025, with a 90-day price hold period required.
This opportunity is designated as a total small business set-aside under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. The solicitation does not identify any incumbent contractors or current service providers for this equipment replacement. While specific budget ranges are not disclosed in the opportunity details, the procurement involves acquiring two complete spectrophotometer systems with associated installation, training, and multi-year maintenance services. The contract structure includes a base period plus four optional 12-month maintenance periods, suggesting a potential multi-year commitment for ongoing equipment support. All work will be performed at the Bureau of Engraving and Printing's facility located in Washington, DC 20228, where contractors must comply with comprehensive Environmental, Health, and Safety requirements as outlined in the attached EHS Contractor Requirements document.
Notice text
The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that designs, engraves, and prints U.S. banknote currency and other U.S. security products. In support of these operations at BEP's District Currency Facility (DCF), located in Washington, DC, the BEP, Office of Quality Operations (OQO) requires two (2) UV-Vis-NIR Spectrophotometers. The spectrophotometers are required to measure the optical properties of ink and paper.
The purpose of this acquisition is to purchase two (2) new UV-Vis-NIR spectrophotometer that is capable of performing inspection of incoming ink and paper materials for their specified optical properties. In the quality laboratories, the spectrophotometer is used to measure optical properties of incoming ink and paper materials. These optical properties need to meet certain specifications in order to ensure the materials are of sufficient quality to be used in production. Therefore, a spectrophotometer capable of accurately measuring these qualities is essential for the currency production process. The current spectrophotometer units have reached end-of-life and must be replaced. The new spectrophotometer units need to be purchased, delivered, and installed. BEP personnel must be trained by qualified contractors. As a result, BEP needs to complete the acquisition and qualification of new equipment to replace the current units.
