About this opportunity

The United States Air Force Academy (USAFA), specifically the 10th Contracting Squadron located at the USAF Academy in Colorado, has issued a Special Notice for a sole source commercial contract with Qubig GMBH for a UV electro optic modulator. This special notice is prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 and is intended to synopsis a proposed contract action. Market research indicates that Qubig GMBH is the only known responsible source capable of fulfilling all aspects of the technical requirements. The contract is being pursued under the authority of 10 USC 2304(c)(1), which allows for a sole source acquisition when only one responsible source exists. The special notice was posted on April 18, 2025, with a response deadline of April 25, 2025.

The purpose of this special notice is to procure a specialized UV electro optic modulator with specific technical characteristics for use with an existing laser in the LORC. The modulators must meet detailed specifications, including free space UV operation, ability to modulate 252 nm laser light, and various technical parameters related to laser intensity, crystal aperture, and rf frequency characteristics. While this is a sole source acquisition, the government will consider any responses received by the closing date that support an offeror's capability to fulfill the requirement. Contractors interested in responding must submit written information supporting their capabilities, with oral communications expressly not acceptable. The notice includes contact information for the Contracting Officer, Ms. Susan D. Ulma, and provides detailed information about an ombudsman, James Anderson, who can address potential contractor concerns. If no responses are received, the government will proceed with the sole source acquisition to Qubig GMBH.
