About this opportunity

The Mission Installation Contracting Command (MICC) at Fort Carson is seeking to procure four Utility Terrain Vehicles (UTVs) to support Conservation Law Enforcement Activities at the military installation. The UTVs must be equivalent to or exceed the Polaris Crew XP 1000 NorthStar Edition (amended to specify Polaris Ranger Northstar Trail Boss or equivalent) and come fully equipped with police emergency response packages including TOMAR emergency lighting, bumpers, spare tire mounts, fire extinguisher mounts, side mirrors, and one plow accessory for one of the four vehicles. Each UTV must meet specific salient characteristics including crew cab seating for 3-6 personnel, minimum payload capacity of 1,125 pounds (amended from original 1,600 pounds), minimum towing capacity of 2,500 pounds, and a 1000cc 82-horsepower gasoline engine with low-voltage detection and on-board battery charging systems. The solicitation amendment updated the proposal submission deadline to September 8, 2025, and changed the Contracting Officer to MAJ Kyle Hensley. The procurement will be awarded as a Firm-Fixed-Price Contract using a Request for Quote method, with vehicles required to be shipped fully assembled and ready for immediate use.

This procurement is designated as a 100% Total Small Business Set-Aside under NAICS code 336999 (All Other Transportation Equipment Manufacturing) with a size standard of 1,000 employees, though one document references it as a Women-Owned Small Business (WOSB) set-aside. No current contractors or incumbents are specifically mentioned in the solicitation materials. The solicitation does not specify the total contract value or budget range for the four-vehicle purchase. Delivery is required between October 1, 2025, and December 2, 2025, to the Central Receiving Facility at Fort Carson, Colorado, with the contractor responsible for all shipping costs and partial shipments not being accepted. The place of performance is Colorado Springs, Colorado, and the vehicles will be used by Conservation Law Enforcement personnel for emergency services operations on the military installation.
