About this opportunity
The Air Force Education and Training Command seeks to procure one new Utility Terrain Vehicle (UTV) for the 42d Mission Support Group at Maxwell Air Force Base, with quotes due May 28, 2026. This is a 100% small business set-aside; GSA and GWAC quotes are explicitly excluded.
Place of performance and delivery is Maxwell AFB, Building 943, Alabama. The UTV must support transportation of MSG Command Staff across varied terrain—Maxwell AFB presents unique mobility challenges including expansive perimeter, dense vegetation, flood-prone areas, wooded terrain, and proximity to the Alabama River. The vehicle must accommodate a minimum of four personnel with full tactical gear, reach at least 40 miles per hour on flat terrain with full payload, and feature independent front and rear suspension, minimum 10 inches ground clearance, hydraulic disc brakes with emergency capability, 8-ply or higher all-terrain tires rated for 5,000 miles, minimum 1000cc gas or diesel engine with 10-gallon tank, roll cage and four- or three-point harness restraints, capability to operate in temperatures from -10°F to 120°F, minimum 1,500-pound towing capacity, 1,000-pound cargo capacity, front-mounted 4,500-pound electric winch, and modular design with commonly available parts for field repairs. The vehicle must support 5,000-plus operational hours before major overhaul and include full street legal kit. Only brand new vehicles are authorized; refurbished items are not acceptable. Delivery is required by July 31, 2026.
The contractor must provide original equipment manufacturer standard commercial 3-year warranty at no additional cost, manufacturer documentation, and written warranty service procedures prior to project acceptance. Quotations must include manufacturer specifications, delivery schedule in days after award, country of origin confirmation, discount terms, tax identification number, cage code, and DUNS number. Offerors must be registered and active in SAM at submission. Award will be on a firm fixed price basis to the lowest priced offeror meeting minimum criteria. Quotation prices must be held firm for 45 calendar days from the deadline. NAICS is 336999; PSC is 2340.
Notice text
The 42d Mission Support Group (42 MSG) at Maxwell Air Force Base (AFB) requires the procurement of a durable and highly maneuverable Utility Terrain Vehicle (UTV). This vehicle will support the transportation of MSG Command Staff across various terrains of Maxwell AFB in support of mission readiness, operations, installation training exercises, and base emergency responses. Maxwell presents unique mobility challenges due to its expansive perimeter, dense vegetation, flood-prone areas, wooded terrain, and proximity to the Alabama River, making rapid response difficult with standard personally owned vehicles. UTVs will improve operational efficiency, emergency response time, personnel fatigue and mitigate the risk associated with using privately owned vehicles.
