About this opportunity
The Department of Health and Human Services issued a Notice of Intent to Award Sole Source on October 14, 2026, announcing its plan to award a contract without competition to Interlace Intelligence, LLC for utilization patterns and billing integrity analysis, with responses to a Request for Information due October 20, 2026 at 12:00 PM ET.
HHS justifies the sole-source award under FAR 6.103-1, asserting that only Interlace Intelligence currently possesses the required capabilities. The contractor will provide ongoing analytic support across drug safety, patient safety, and program-integrity research, plus a comprehensive retrospective safety evaluation with framework for ongoing surveillance and targeted prospective study. Work must be performed using de-identified, all-payer claims data the contractor independently owns or licenses, covering commercial, Medicaid, Medicare, Medicare Advantage, VA, TRICARE, and other payers across all 50 states with longitudinal history from 2015 forward, encompassing more than 300 million unique de-identified lives and approximately 5 billion transactions annually. The contractor furnishes all personnel, materials, and facilities; no Government data or IT will be provided. HHS retains unlimited rights to deliverables but no rights to underlying data or the contractor's data environment.
Task 1 is capped at 3,360 cumulative labor hours during the base period and 1,334 hours if the option period is exercised. Task 2 spans four subtasks: baseline safety profile, essential extensions, targeted analyses, and prospective ongoing surveillance. The estimated contract period runs one base year plus one twelve-month option.
Organizations believing they can meet this need may submit a capability statement via the attached RFI to Olivia Barksdale at olivia.barksdale@hhs.gov, reference REQT-OMAS-MS-2027-00007. Whether to compete is entirely at the Government's discretion.
Notice text
Notice of Intent to Award Sole Source
The Department of Health and Human Services (HHS) plans to award a contract without competition to Interlace Intelligence, LLC.
Title: Utilization Patterns and Billing Integrity Analysis
Background
The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services.
HHS oversees federal health programs and the providers and facilities that bill them. Administrative claims data can characterize how a category of care is delivered and can surface billing patterns that merit investigation.
The Contractor shall provide ongoing analytic support across two domains: (1) drug safety, patient safety, and program-integrity research and (2) a comprehensive retrospective safety evaluation with framework for ongoing surveillance and targeted prospective study. The Contractor will return written analyses stating what was found, how it was found, and what the analysis does and does not establish. HHS retains responsibility for any investigation, validation, determination, or action.
Scope of Work is provided in the attached Draft SOW
Estimated Contract Period: Base Period plus one twelve-month Option Period
HHS believes only one company, Interlace Intelligence, LLC., can currently meet this need, under the authority of Federal Acquisition Regulation (FAR) 6.103-1.
