This is a Total Small Business set-aside using Simplified Acquisition Procedures under RFQ SPMYM126Q4130.
Place of performance is Portsmouth, Virginia. The Government requires four utility vehicles—three RTVX2C-SKLH1 models and one RTVX4-SKLH-1 model—plus eight accompanying components including plastic canopies, tempered glass windshields, wiper kits, wireless harness kits, and door sets. All items must be new; refurbished or used items are not accepted. The vehicles are powered by Kubota D1105 diesel engines (3-cylinder, 68.5 cubic inch displacement, 23.3 gross horsepower) with VHT-X variable hydro transmissions, hydrostatic power steering, hydraulic cargo dump, and factory cab configurations including air conditioning, heater, and defroster on select models. NAICS 336110, PSC 2310.
Award will be made to the lowest-priced technically acceptable offer based on brand name (Kubota). Evaluation factors include technical capability, price, and Supplier Performance Risk System ratings. Vendors must be registered in SAM with a valid CAGE code. Payment is FOB Destination through Wide Area Workflow (WAWF) document type COMBO, routed to DFAS and the local administrative office. Quotes must remain valid for thirty days. The Government may request price reasonableness documentation such as prior invoices or contract numbers for similar items sold within the past five years. The solicitation incorporates FAR Part 13 procedures and federal clauses current through FAC 2026-01 and DFARS Change Notice 5/07/2026.
