About this opportunity

The Department of the Army Corps of Engineers Engineering Support Center Huntsville approved a sole-source capacity increase to the Utility Monitoring and Control Systems (UMCS) V Multiple Award Task Order Contract (MATOC) on April 27, 2026, raising the shared ceiling from $2.1 billion to $2,591,395,960.

The justification addresses unprecedented demand driven by COVID-19 pandemic-related supply chain disruptions, heightened cybersecurity requirements under Authority to Operate initiatives, energy resilience initiatives, and the N2-to-BACnet protocol conversion program at the Pentagon. Market research conducted via a Notice of Intent published April 9, 2025 yielded eight responses; analysis concluded that the 19 incumbent contractors are the only sources capable of meeting requirements without unacceptable delays or cost duplication. The additional $491,395,960 in capacity extends through the current contract's expiration on January 21, 2027.

The 19 awarded contractors receiving modified contracts are Axxis Building Systems, Chinook Systems Inc., Dewberry Design-Builders Inc., EPC Service Inc., Honeywell International Inc., Johnson Controls Building Automation Systems LLC, KBRwyle Technology Solutions LLC, M.C. Dean Inc., PTSI Managed Services Inc., Prime Mechanical of Wisconsin LLC, SEI Group Inc., Siemens Government Technologies Inc., Spectrum Solutions Inc., Stewart Group Enterprises LLC, Martek-Aci JVW, Hunter Pacific Group, Ameresco Inc., Schneider Electric Buildings Critical Systems Inc., and Convergint Federal Signet Technologies Inc. Services encompass design, installation, security, and maintenance of UMCS and related subsystems for Department of Defense installations, including Building Automation Systems upgrades. Place of performance is Redstone Arsenal, Alabama. The competitive follow-on UMCS VI MATOC is scheduled for award March 31, 2027.
