About this file

This is a Justification and Approval (J&A) document for a capacity increase to an existing Multiple Award Task Order Contract (MATOC) for Utility Monitoring and Control Systems (UMCS) services supporting the United States Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) at Redstone Arsenal, Alabama.

The UMCS V MATOC currently holds a $2.1 billion shared capacity ceiling with 19 awarded contractors (9 small businesses and 10 large businesses). This J&A requests an additional $491,395,960 in capacity to increase the total ceiling to $2,591,395,960 through the current contract's expiration on January 21, 2027. The MATOC operates on a 48-month base period plus three 12-month option periods, with a potential six-month extension under FAR 52.217-8. Services encompass the full lifecycle of designing, installing, securing, and maintaining UMCS and related subsystems for Department of Defense installations, including Building Automation Systems (BAS) upgrades. The capacity increase is justified by unprecedented demand driven by COVID-19 pandemic-related supply chain disruptions, heightened cybersecurity requirements (Authority to Operate initiatives), energy resilience initiatives, and the N2-to-BACnet protocol conversion program at the Pentagon. Market research was conducted via a Notice of Intent published April 9, 2025; eight responses were received, with analysis concluding that the 19 incumbent contractors are the only sources capable of meeting requirements without unacceptable delays or cost duplication. The competitive follow-on UMCS VI MATOC is scheduled for award March 31, 2027. The document was approved by the Head of Contracting Activity and includes certifications from technical, requirements, and contracting personnel confirming accuracy of supporting data.
