About this opportunity
The United States Department of Agriculture Forest Service, Region 2 (Rocky Mountain Region), is soliciting proposals for supplying, delivering, and installing a precast concrete utility building at the Monument Fire Center in Colorado. The solicitation requires a Granite Peak (10' x 18') utility building or approved equivalent, with specific technical requirements including simulated stone and wood siding, insulated wall panels, and double doors. Offers are due by 1:00 PM Central Time on April 4, 2025, with questions accepted until March 13, 2025. The technical proposal evaluation will use a tradeoff process where non-price factors are more important than price, focusing on past performance and technical approach. Evaluation criteria include a detailed technical proposal limited to 20 pages, with specific attention to the contractor's ability to meet building specifications and installation requirements.
This contract is a 100% small business set-aside under NAICS code 238120 for Structural Steel and Precast Concrete Contractors, with a size standard of $19 million. The estimated project value ranges between $25,000 and $100,000, with a delivery requirement by September 9, 2025, and work to begin within 10 calendar days of notice to proceed. The place of performance is Monument, Colorado 80132, with the government handling pad preparation, excavation, and backfill. The project timeline spans from Spring 2025 through September 15, 2025, with deliveries permitted between May 15 and September 15, 2025. A mandatory site visit is scheduled for March 26, 2025, at 1:00 PM Mountain Time, and a post-award conference will be held virtually within 10 days of contract award.
