About this opportunity

The U.S. Army Corps of Engineers - New England District is seeking a small business contractor to rehabilitate two buildings at the Birch Hill Dam in Royalston, Massachusetts. The project involves comprehensive exterior renovation of a 66 ft. x 24 ft. Utility Building and a 51 ft. x 25 ft. Maintenance Garage, which includes removing and replacing exterior elements such as doors, windows, siding, insulation, and framing. A critical aspect of the project requires the contractor to test for asbestos-containing materials (ACM) and polychlorinated biphenyls (PCBs), with optional disposal line items if such materials are discovered. The solicitation will be available online through SAM.gov on or about January 13, 2025, and all vendors must have an active SAM.gov registration to be considered. Contractors must be Massachusetts-licensed and will be expected to complete all work in compliance with state and local building codes.

This procurement is specifically set-aside for small businesses under the NAICS code 238350, with a small business size standard of $19 million. The project's construction magnitude is estimated between $100,000 and $250,000, indicating a relatively modest-sized contract. The rehabilitation work will involve comprehensive exterior upgrades, including installing new entry doors, overhead garage doors with tracks and motors, windows, framing, insulation, house wrap, and vinyl siding and trim. Contractors will also be responsible for properly removing and disposing of existing degraded materials, including any items containing lead paint. The project requires careful attention to environmental considerations, particularly regarding the potential presence of hazardous materials like ACM and PCBs, which will be addressed through optional disposal line items if detected during initial testing.
