About this opportunity

The United States Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) Center is seeking innovative commercial technologies for special operations unmanned systems through Commercial Solutions Opening (CSO) Call CSO002. This solicitation is limited to two Areas of Interest: AOI I focuses on development and integration of multi-mission maritime unmanned systems with common control interfaces enabling single-operator management of heterogeneous platforms across domains, while AOI II targets Theater Edge Innovation Labs capabilities to enhance unmanned systems training, modification, integration, and sustainment at CONUS and OCONUS locations. All proposed solutions must be built on modular, interoperable, open standards (such as CMOSS or SOSA) to prevent vendor lock-in and enable cross-vendor upgrades. The government will evaluate submissions based on technical merit, relevancy, innovation, business viability, and affordability through a three-phase competitive process. Solution briefs not exceeding five pages or ten slides must be submitted electronically by April 1, 2026, with the government targeting a 15-day response window for Phase I evaluations.

No set-aside designations apply to this opportunity, which is open to both traditional and nontraditional defense contractors, including foreign-owned businesses participating with U.S.-owned partners subject to export clearance requirements. The solicitation operates under a multi-phase approach: Phase I evaluates solution briefs, Phase II (optional) involves company-funded pitches and demonstrations, and Phase III issues a Request for Prototype Proposal (RPP) to favorably evaluated companies for detailed proposals and contract negotiation. Awards will be issued as either FAR-based Firm Fixed-Price contracts or Other Transaction Agreements (OTA) under 10 U.S.C. § 4022 for prototype projects with potential noncompetitive follow-on production agreements. The performance period should generally not exceed 18 months. Prospective contractors must register in the System for Award Management (SAM) and Wide Area Work Flow (WAWF) to receive awards and payments, with inquiries directed to JATF@socom.mil.
