About this opportunity
The Naval Sea Systems Command (NAVSEA) is soliciting proposals under solicitation N00024-26-R-4438 for Docking Selected Restricted Availability (DSRA) services for two naval vessels: USS WICHITA (LCS 13) and USS THOMAS HUDNER (DDG 116). The procurement encompasses maintenance, modernization, and repair services and requires contractors with substantial facilities, including capable piers appropriate for the respective ship classes, as well as qualified personnel to coordinate and integrate multiple ship maintenance, repair, and modernization efforts. Successful offerors must demonstrate the capability to manage complex, multi-disciplinary naval ship maintenance operations on the East Coast. The solicitation will be evaluated under full and open competition principles as required by the Competition in Contracting Act (CICA). The deadline for proposal submission is December 5, 2025, and interested offerors should monitor PIEE and SAM.gov for any solicitation amendments. Potential bidders must request access to J Attachments by contacting Contract Specialist Meghan Walsh (meghan.k.walsh4.civ@us.navy.mil) or Contracting Officer Paul Kang (paul.k.kang.civ@us.navy.mil) and must provide their SAM Unique Entity Identifier (UEI) number.
This is an unrestricted procurement with no set-aside designation. The two availabilities are expected to be awarded as two separate Firm-Fixed-Price contracts, though the solicitation was issued under a single RFQ to coast-wide East Coast contractors. Competition will initially be limited to Naval Station Mayport, Jacksonville, Florida area, but the solicitation area will be concentrically expanded outward from Mayport until at least two qualified offerors express interest, in accordance with 10 USC 8669a. No specific budget or award value range has been disclosed in this notice. The place of performance is the United States, and work is classified under NAICS 336611 (Ship Building and Repairing) and PSC J998 (Non-Nuclear Ship Repair, East).

Update #2 ·
The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-26-R-4438 for the execution of the USS WICHITA (LCS 13) and USS THOMAS HUDNER (DDG 116) Docking Selected Restricted Availability (DSRA). These availabilities include a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, to include capable piers (for the applicable ship classes) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. These availabilities are solicited on a coast-wide basis on the East Coast under a single solicitation. These availabilities are expected to be awarded as two (2) separate Firm-Fixed-Price contracts. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 8669a allows for the limitation of competition for short term availabilities to the homeport, provided there is adequate competition. Per Navy policy, when adequate competition does not exist within the homeport, the solicitation area to be considered will be concentrically expanded outward from Naval Station Mayport, Jacksonville, FL until expressions of interest from two or more qualified offerors, as determined by the Procuring Contracting Officer, are received. This solicitation is issued electronically via PIEE and interested offerors should monitor the PIEE/SAM.gov page for any applicable solicitation amendments, thereafter. This posting does not include relevant J Attachments. Potential offerors will need to request access to all J Attachments by providing a written request to the Contract Specialist, Meghan Walsh, at meghan.k.walsh4.civ@us.navy.mil and the Contracting Officer, Paul Kang, at paul.k.kang.civ@us.navy.mil. Include your company SAM Unique Entity Identifier (UEI) number with the request so that contractor status can be confirmed in the System for Award Management. These attachments will be transmitted via DoD SAFE. In addition, there are references that contain limiting distribution statements and will not be disseminated from the Contract Specialist. In these instances, Offerors must contact the Southeast Regional Maintenance Center (SERMC) Technical Librarian, Dwight Beeman at dwight.l.beeman.civ@us.navy.mil, to arrange access.
