About this opportunity

The Naval Supply Systems Command seeks replacement of seawater flushing piping on USS TRIPOLI (LHA-7) at Sasebo Naval Base, Japan, with quotations due July 21. Award eligibility is restricted to firms holding a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region; firms without an existing agreement are ineligible for award unless adequate time exists for the Navy to assess and execute the applicable master agreement without impacting vessel availability. Contractors located outside Japan must submit documentation unambiguously demonstrating compliance with DFARS 252.225-7042.

Place of performance is Sasebo, Nagasaki, Japan. The work encompasses approximately 700 feet of copper piping replacement with copper-nickel (Cu-Ni 90/10) piping across frames 98–121 on both port and starboard sides, spanning 02 Deck through 2nd Deck Level. The government will furnish all materials. Work includes removal and reinstallation of 8-inch chilled water supply piping and three ventilation ducts. Performance runs August 17 through November 30, 2026. Award is anticipated July 24, 2026.

The procurement is firm fixed price, non-competitive, and not a small business set-aside. NAICS is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West). Quotations must be priced in Japanese Yen using the FY26 Budget Exchange Rate of JPY 150.4415 per USD 1.00. Contractors must achieve CMMC Level 1 (Self) certification and comply with overseas contracting regulations, antiterrorism/force protection requirements, and tax relief provisions. Specification compliance includes MIL-STD-1627 pipe bending, welding per 009-12 and 009-25 standards, and operating pressure testing with zero allowable leakage.
