About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-26-R-4407 for the execution of a Docking Selected Restricted Availability (DSRA) on the USS ST LOUIS (LCS 19) during fiscal year 2027. The procurement seeks a repaired, mission-ready ship returned to Fleet service, with the supply contract encompassing all labor, supervision, production, testing, and quality assurance necessary to complete the CNO Availability. The primary contract requirement is a highly capable contractor possessing substantial facilities, including dry dock pier access and human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair, and modernization. The acquisition will be governed by the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Navy Marine Corps Acquisition Regulation Supplement (NMCARS), with full and open competition required under the Competition in Contracting Act (CICA). The pre-solicitation notice was posted on December 23, 2025, with a questions deadline of January 7, 2025, though this date appears to contain a typographical inconsistency relative to the posting date.
This procurement carries no set-aside designation and is classified under NAICS 336611 (Ship Building and Repairing) with a PSC category of J998 (Non-Nuclear Ship Repair - East). No incumbent contractor or award value is specified in the pre-solicitation notice. The USS ST LOUIS (LCS 19) FY27 DSRA is planned as approximately an 8-month availability, beginning in December 2026 and completing in August 2027, with the place of performance designated as the U.S. East Coast. Per Navy policy, competition may be limited to the homeport if adequate competition exists there; if adequate competition does not exist within the homeport, the solicitation area will be expanded. No current contractor information or estimated contract value is disclosed at this pre-solicitation stage.
Notice text
The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-26-R-4407 for the execution of the USS ST LOUIS (LCS 19) FY27 DSRA), planned for fiscal year 2027 (FY27) Docking Selected Restricted Availabilities (DSRA) with place of performance in the U.S. East Coast. Upon a contractor’s completion of this Chief of Naval Operations (CNO) Availability, the ship shall be capable of carrying out its respective mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability. USS ST LOUIS (LCS 19) FY27 DSRA will be approximately 8 months, beginning in December 2026 and completing in August 2027. If the Navy issues a solicitation for these CNO Availabilities, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contracts, like all other CNO-scheduled depot Availabilities, are supply contracts. The supply that would be procured is a repaired, mission-ready ship, which shall be returned to service with the Fleet. The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish these CNO Availabilities. These CNO Availabilities are expected to require a highly capable contractor with substantial facilities, including dry dock pier and human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair, and modernization. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 8669a allows for the limitation of competition for "short term" availabilities to the homeport, provided there is adequate competition. Per Navy policy, when adequate competition does not exist within the homeport, the solicitation area to be considered will be concentrically expanded outward from Naval Station Mayport, Jacksonville, FL until expressions of interest from two or more qualified offerors, as determined by the Procuring Contracting Officer, are received. If no expressions of interest are received within the expanded concentric circles, the Navy intends to issue a coastwide solicitation. The Navy will issue the solicitation electronically on https://piee.eb.mil and www.Sam.gov and interested parties must comply with that solicitation. Interested offerors are hereby encouraged to monitor https://piee.eb.mil and www.Sam.gov for the anticipated release of the solicitation, and any associated amendments. Offerors shall be registered in the Solicitation Module in PIEE and System for Award Management (SAM) to be eligible for award. This synopsis is issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice. All responsible sources may submit a proposal, which shall be considered by the agency. The Government anticipates release of a RFP on or around 26 January 2026. The Government anticipates award of one (1) Firm-Fixed-Price contract in August 2026, to complete the Chief of Naval Operations (CNO)-scheduled depot availability planned for fiscal year 2027.
