About this opportunity

The Naval Supply Systems Command, NAVSUP Fleet Logistics Center Yokosuka, seeks ship repair and alteration services for USS RALPH JOHNSON (DDG-114), with proposals due July 22, 2026 at 10:00 AM Japan Standard Time. The solicitation has been amended twice since posting; Amendment 0003, effective July 17, reduced scope to accommodate contractor scheduling constraints.

Place of performance is Commander, Fleet Activities Yokosuka (CFAY) Naval Base, Yokosuka, Japan. Period of performance runs August 17 through September 6, 2026. The work comprises FY26 Continuous Maintenance Availability (CMAV) 6A1, specifically replacement of the nonskid system on the 01 Level Mid Ship, performed under one Task Group Instruction (TGI). The scope has been reduced from the original requirement; the Government declined a request to extend the performance end date to September 24 but approved deletion of paragraph 1.3.2 and indicated willingness to adjust paragraph 1.3.1 coverage based on specific weather impact circumstances.

Eligibility is restricted to firms possessing an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as prime contractors. The solicitation is limited to sources duly authorized to operate and do business in Japan per DFARS 252.225-7042. Work will be performed under the Master Agreement for Repair and Alteration of Vessels (MARAV), with all terms and conditions of the winning offeror's existing MSRA/ABR applying. Award will be made on a firm fixed-price basis in Japanese Yen using the FY26 Budget Exchange Rate of 150.4415 JPY per 1.00 USD to the responsible, technically acceptable offeror offering the lowest evaluated price. Technical acceptability is determined by evaluating proposed labor hours and material costs. Work specifications and the price proposal form are provided exclusively via DoD SAFE; access must be requested by July 9, 2026 at 10:00 AM JST. NAICS code is 336611 (Ship Building and Repairing); PSC is J999 (Non-Nuclear Ship Repair West).
