About this file
This is Amendment 0003 to solicitation N6264926RA064, issued by NAVSUP FLT LOG CTR YOKOSUKA on July 17, 2026, with an effective date of July 17, 2026. The amendment incorporates a revised Technical Guidance Item (TGI) 38K5A15001-A01 into the solicitation, which reflects responses to contractor questions. The offer response deadline remains unchanged at 10:00 AM on July 22, 2026. The amendment is not extended, and offerors must acknowledge receipt of this amendment prior to the specified deadline through one of three methods: completing items 8 and 15 and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.
The amendment addresses three key contractor inquiries regarding project constraints. The contractor requested an extension to the Period of Performance (POP) end date to September 24, citing inability to complete within the current schedule and concerns about paint procurement and air freight delivery timelines; the Government declined to extend the POP, instead requesting a reduction in scope of work to accommodate constraints. The contractor also raised concerns about weather fluctuations during the POP requiring additional time, particularly regarding paragraph 1.3.1 coverage; the Government indicated willingness to make adjustments based on specific weather impact circumstances. Finally, the contractor requested deletion of paragraph 1.3.2 due to scheduling constraints; the Government approved this deletion as part of the scope reduction incorporated in the revised TGI. The contracting officer is Miwa Takahashi, and the point of contact is Takayo Shiba at takayo.shiba.ln@us.navy.mil or 0468168403.

SUMMARY OF CHANGES
Block 14 (Description of Amendment/Modification): The purpose of this amendment is to incorporate the revised TGI 38K5A15001-A01 into the solicitation N6264926RA064, which reflects the responses to the contractor's questions. See continuation page for further details. The required response date and time remains unchanged at 10:00 AM on 22 Jul 2026.
The questions and answers are provided below:
Q1. Is it possible to extend POP end date to 9/24? We believe we will not be able to complete within current POP. Additionally, the timing of the paint procurement may also become critical, depending on the contract award date. It could be questionable whether delivery by air freight would still be able to meet the required schedule.
A1. Given the availability schedule, extending the POP is not a realistic option. Therefore, we request that the scope of work be reduced to accommodate the constraints.
Q2. The current POP only satisfies the location of Para 1.3.1. Additionally, fluctuation of weather during POP necessitates additional POP. We would be pleased if the Government considers extending POP accordingly.
A2. While this is similar to the point raised in A1, we would like to make adjustments based on the specific circumstances regarding the impact of weather fluctuations.
Q3. Fore the aforementioned reason, we request that Para 1.3.2 be deleted.
A3. The reduction in the scope of work (TGI revision) includes the deletion of Para 1.3.2. See the revised TGI for further details.
