About this opportunity
The Department of the Navy Naval Supply Systems Command seeks ship repair services for USS NEW ORLEANS (LPD-18) at U.S. Naval Base Sasebo, Japan, with quotations due September 1. This competitive solicitation is restricted exclusively to holders of a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan region, certified by NAVSUP FLC, with active SAM.gov registration. Offerors without an existing MSRA/ABR must state their intention and plan to apply for the agreement with their questions; inquiries lacking this statement will not receive a response.
Place of performance is Sasebo, Nagasaki, Japan. The period of performance runs October 22, 2026 through January 30, 2027. The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West). Work is a single job order under an existing MSRA/ABR, priced in Japanese Yen at an FY26 exchange rate of JPY 150.4415 per USD 1.00, and will be awarded as firm fixed price. Contractors located outside Japan must submit unambiguous documentation demonstrating compliance with DFARS 252.225-7042 (Authorization to Perform). Access to the work specification package is restricted to DoD SAFE; offerors requesting access must email the Primary Point of Contact, and access links expire after 7 days. Evaluation is based on price alone—lowest total price—since technical acceptability is not evaluated for pre-qualified MSRA/ABR holders. Inspection and acceptance will be performed by the SRF Project Manager (LT Molina) at U.S. Naval Base Sasebo. Payment requests must be submitted electronically through WAWF using specified routing data and DoDAACs.
Notice text
This is a competitive solicitation issued by the NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Sasebo, directed exclusively to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders.
To be eligible for award the offeror must possess a current MSRA/ABR in the applicable region certified by NAVSUP FLC and have an active registration in the System for Award Management (SAM.gov).
This solicitation is intended only for sources duly authorized to operate and do business in Japan as prescribed by DFARS 225.1103(3).
**
To receive a response from the Government, offerors without an active MSRA or ABR in Japan must specify their intention and plan to submit an application for the agreement along with their questions. Inquiries lacking this required statement of plan will not be addressed.
Access to the work specification package may only be accessed through DoD SAFE. DoD SAFE is a secure U.S. Government repository which enables the sharing of large files and requires outside users to receive a drop-off request from the U.S. Government. Therefore, any offeror who meets criteria stated above, intending to provide a proposal to this solicitation shall request access by sending an email to the Primary Point of Contact.
Once the U.S. Government receives the offeror’s access request, the U.S. Government will provide the offeror with a link and instructions to retrieve. Offerors shall note that access is only available for 7 days once sent.
