About this opportunity
The Department of the Navy Naval Supply Systems Command seeks ship repair and overhaul services for USS MUSTIN (DDG 89) comprising eight task group instructions, with proposals due July 22, 2026 at 10:00 AM Japan Standard Time. Amendment 0002, effective July 10, 2026, addresses seven contractor questions regarding technical specifications and scheduling; offerors must acknowledge receipt of all amendments prior to submission.
Place of performance is Commander, Fleet Activities Yokosuka (CFAY) Naval Base, Kanagawa, Japan. Period of performance runs September 8 through November 10, 2026. The contractor must possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a prime contractor to be eligible for award. Work specifications are detailed in eight task group instructions (TGIs) accessible only through DoD SAFE; access requests are due by July 8, 2026.
The contract will be firm fixed price, awarded in Japanese Yen using an FY26 budget exchange rate of JPY 150.4415 per USD 1.00. Contract line item 0001 covers the primary SIA work; CLIN 0002 is a growth reservation representing 12.22% of the proposed CLIN 0001 cost. Government-furnished property includes 26 provisioned line items of mechanical components and materials. Evaluation uses a lowest price technically acceptable (LPTA) approach, assessing proposals for technical acceptability based on proposed labor hours and material costs. Proposals must include a Mission-Essential Contractor Services Plan and carry a 90-day offer validity period. The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West). Questions regarding references should be directed to Takayo Shiba or Peter Jommel S. Arrieta.
