About this file
This is a Quality Assurance Surveillance Plan (QASP) for a Department of the Navy ship maintenance contract.
The QASP establishes the performance criteria, standards, and procedures for Government oversight of contractor performance on the USS MUSTIN (DDG 89) 6J1 Surface Incremental Availability contract (Solicitation N6264926RA056). The Government roles include the Administrative Contracting Officer (ACO), who holds ultimate responsibility for determining adequacy of contractor performance and ensuring compliance with contract terms, and the Project Manager/Contracting Officer Representative (PM/COR), who provides technical administration and on-site oversight. Surveillance methods include direct observation, verification of documentation and deliverables, and inspections as needed. Performance evaluation assigns ratings of either acceptable or unacceptable based on standards outlined in Enclosure (1), with continuous monitoring and periodic frequency analysis.
The performance standards address six key assessment areas: Schedule and Associated Reports (requiring submission of Initial Integrated Production Schedule, Schedule of Record, Weekly IPS, and 25/50/75 Percent Conference Support materials per NAVSEA Standard Item 009-60); Corrective Action Requests (CARs) requiring timely contractor response; Accuracy of Condition Found Reports (CFRs) submitted to SRF-JRMC; Letters of Concern and Letters of Direction (LOCs/LODs) issued by the ACO; and Cure Notices and Show Cause Notices per FAR 49.402-3. All contractor responses to CARs, LOCs, LODs, and cure notices must be complete and adequate by specified response dates. The Government documents all performance information for use in the Contractor Performance Assessment Report System (CPARS).
