About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP Fleet Logistics Center Yokosuka Site Singapore) is soliciting competitive proposals for a Voyage Repair Availability (VRA) of USS JOHN L CANLEY (ESB 6), a non-nuclear ship repair service. The anticipated solicitation will require offerors to possess a current and active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) to be eligible for award, with firms required to provide evidence of these qualifications. All interested contractors must maintain active registrations in the System for Award Management (SAM.gov) and be authorized to conduct business in Thailand, where the work will be performed. The evaluation will emphasize the contractor's demonstrated managerial and technical capabilities to execute complex shipboard repair and alteration work, as evidenced by existing MSRA or ABR holder status. The pre-solicitation notice was posted on February 18, 2026, with a response deadline of February 26, 2026; interested parties should contact Gerry Polohanan at gerry.c.polohanan.civ@us.navy.mil to express interest or submit inquiries.

This opportunity carries no set-aside designation and is open to all qualified contractors meeting the MSRA or ABR requirements. The VRA is tentatively scheduled for May 15 through June 5, 2026, representing a two-week service window for the performance of maintenance, inspection, and repairs. The work item index encompasses numerous categories including hull and structural surveys, electrical and thermographic work, communication and navigation system servicing, auxiliary machinery inspections and certifications, habitability and outfitting services, firefighting system inspections, and various life safety equipment certifications. Specific services include ABS annual survey tank inspection, radar and ECDIS system service, deck crane inspections, lifeboat and life raft certifications, and replacement of mission deck nonskid covering, among other technical and operational requirements. While no award value or budget range is specified in the pre-solicitation notice, the comprehensive nature of the work items and the two-week performance window indicate a substantial repair availability contract of moderate to significant scope.

Notice text

This is a Synopsis notice only. This is not a solicitation or request for proposal and no contract will be awarded from this notice. The information in this notification is subject to change and in no way binds the U.S. Government to award a contract.

The NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Singapore intends to issue a competitive solicitation for a Voyage Repair Availability (VRA) of USS JOHN L CANLEY (ESB 6) which is tentatively scheduled from 15 May - 05 June 2026. Place of Performance will be in Thailand.

To be eligible for award, the offeror must have an active registration in the System Awards Management (SAM.gov). Firms with no active registrations will not be considered for award. Firms must be authorized to do business in the country of performance.

The type of work that comprises ship repair, and the conditions under which it is performed, require that contracting is limited to companies or firms that are fully capable of conducting all aspects of shipboard work or boat/craft repair. Master Ship Repair Agreement (MSRA) holders are previously determined to possess the facilities, management, organization and production capabilities to perform an entire complex repair and alteration package. On the other hand, Agreement for Boat Repair (ABR) holders are firms who have demonstrated managerial capabilities to schedule and to control boat/craft repairs.

To ensure the US Navy receives satisfactory repair effort to Navy ships, boats and crafts, the anticipated solicitation will have qualification requirement for an Offeror to possess a current and active USN MSRA or ABR issued by NAVSUP FLCY. Offeror shall provide evidence of current MSRA/ABR holder.

See the attached Work Item Index for the estimated VRA requirement.

For interested contractors, please email Gerry Polohanan at gerry.c.polohanan.civ@us.navy.mil to express interest or for any questions pertaining to this notice.
