About this opportunity
The Department of the Navy Naval Supply Systems Command through NAVSUP Fleet Logistics Center Yokosuka was seeking ship repair and maintenance services for the USS JOHN FINN (DDG-113) under a Surface Incremental Availability (SIA) contract. The procurement involved comprehensive modification work on Bolted Equipment Removal Plates (BERP) across multiple ship compartments, including fabricating and installing label plates, securing fittings, inner insulation, and perforated sheets made primarily of CRES 316L stainless steel. Contractors were required to be authorized to operate in Japan and possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR). The evaluation would follow a Lowest Price Technically Acceptable (LPTA) source selection process for this firm-fixed-price single award contract. Key deadlines included requesting access to work specifications by August 4, 2025, and submitting complete proposals by August 12, 2025 at 10:00 AM Japan Standard Time. However, the solicitation was formally cancelled on September 2, 2025, due to shifting performance dates and the need to incorporate additional requirements.
This solicitation carried no set-aside designation and was open to all qualified sources meeting the Japan operation requirements. No specific incumbent contractors were identified in the documentation. The contract structure included a base Contract Line Item Number (CLIN) 0001 for primary repair work and CLIN 0002 for potential growth work representing 9% of the base contract value, though specific dollar amounts were not disclosed. The performance period was originally scheduled from November 10, 2025 through January 20, 2026, spanning approximately 71 days of repair work. All services were to be performed at Commander, Fleet Activities Yokosuka Naval Base in Yokosuka, Kanagawa, Japan. The Navy indicated that a revised solicitation would be reissued at a later date to better reflect updated agency requirements for the ship maintenance project.
