About this opportunity

This pre-solicitation notice is for the execution of the USS IWO JIMA (LHD 7) and USS MITSCHER (DDG 57) Fiscal Year 2022 Docking Selected Restricted Availabilities on the east and gulf coasts. The Naval Sea Systems Command intends to issue solicitation N00024-21-R-4490 for maintenance, modernization, and repair services requiring a contractor with capable facilities including a pier, dry-dock, and resources to complete ship maintenance, repair, and modernization. The evaluation criteria will consider the offeror's capability and experience. The anticipated release of the RFP is June 8, 2021 with proposals due June 2, 2021.

There is no set-aside designated for this procurement as the Government's market research found no two or more small businesses capable of meeting the requirement. The anticipated award of two separate firm-fixed-price contracts is scheduled for September 2021, each to complete one of the scheduled depot availabilities for fiscal year 2022 with the USS IWO JIMA delivery date of June 16, 2023 and USS MITSCHER delivery date of April 28, 2023.

Notice text

The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-21-R-4490 for the execution of the USS IWO JIMA (LHD 7) and USS MITSCHER (DDG 57) Fiscal Year (FY) 22 Docking Selected Restricted Availabilites (DSRA) on a Coast-Wide (East and Gulf Coasts) basis. These availabilities include a combination of maintenance, modernization, and repair, and is expected to require a highly capable contractor with substantial facilities, to include a capable pier and dry-dock and human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair and modernization.

In accordance with the CNO’s Homeport Statute, 10 U.S.C. §8669a requires that a contract for short-term work for the overhaul, repair, or maintenance of a naval vessel be performed at the homeport of the vessel, provided there is adequate competition.  10 U.S.C. §8669a defines “short term work” as work that will be for a period of ten months or less.  Since the production period for the USS IWO JIMA (LHD 7) and USS MITSCHER (DDG 57) FY22 DSRA is greater than 10 months, these availabilities will be competed on a coast-wide basis without limiting the place of performance to the vessel's homeport. Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for the requirement and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)).

The solicitation will be issued electronically via beta.SAM and interested parties must comply with that announcement.  Interested offerors should monitor the beta.SAM page for the release of the solicitation, and any applicable amendments.  Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/.  Beta.SAM is the single point of entry for posting of the synopsis and solicitations to the internet.  This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts.  The Government is not soliciting, nor will it accept proposals as a result of this synopsis.  The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.  All responsible sources may submit a proposal, which shall be considered by the agency.

The work packages and all J and S attachments will be released after the RFP has been announced on beta.SAM.

The availability start date for USS IWO JIMA and USS MITSCHER is anticipated to be January 2022. The delivery date of the USS IWO JIMA vessel is expected to be no later than 16 June 2023 and 28 April 2023 for USS MITSCHER. The RFP will contain the specific dates.

The Government anticipates release of a RFP on or around 08 June 2021.

The Government anticipates award of two (2) separate Firm-Fixed-Price contracts in September 2021, each to complete one of the following Chief of Naval Operations (CNO)-scheduled depot availabilities planned for fiscal year 2022.
