About this opportunity
The Department of the Navy Naval Supply Systems Command seeks ship repair, maintenance, and overhaul services for the USS DEWEY (DDG-105) 6C1 destroyer, with proposals due May 18, 2026 at 10:00 AM Japan Standard Time. Only firms holding active Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) certification as prime contractors are eligible; non-certified firms must apply for certification, a process requiring approximately one year.
Place of performance is Commander, Fleet Activities Yokosuka (CFAY) Naval Base, Yokosuka, Japan. The period of performance runs from June 19, 2026 through September 7, 2026. The work comprises one Task Group Instruction with four T-phases encompassing structural modification to mitigate cracking at Frame 106 (Service Action 92394K), plus testing and operating procedures for potable water, low pressure air, sewage, and fuel transfer systems. Amendment 0001, effective May 11, issued a clarification that materials on Drawing Numbers 100-8826599 and 505-8826600 will be provided as Government Furnished Material; this amendment does not extend the proposal deadline.
The contract will be awarded as a firm fixed-price job order under an existing Master Agreement for Repair and Alteration of Vessels (MARAV). Two Contract Line Items are included: CLIN 0001 for primary work and CLIN 0002 for growth work representing nine percent of CLIN 0001's proposed cost. Proposals must be priced in Japanese Yen using the FY26 budget exchange rate of 150.4415 JPY per USD 1.00. Offerors must provide itemized price breakdowns, demonstrate authorization to operate in Japan per DFARS 252.225-7042, and submit a Mission-Essential Contractor Services Plan. Award goes to the responsible, technically acceptable offeror with the lowest evaluated price; the government intends to award without discussions but reserves the right to conduct them if necessary. NAICS code is 336611 (Ship Building and Repairing); PSC is J999 (Non-Nuclear Ship Repair, West). Specification documents are available through DoD SAFE; interested offerors must request access from Contracting Officer Miwa Takahashi (miwa.takahashi2.ln@us.navy.mil) or Contract Specialist Irene Saito (irene.a.saito.civ@us.navy.mil).
