About this opportunity
The U.S. Navy's Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka is soliciting proposals for ship repair and alteration services on the USS DEWEY (DDG 105), a destroyer vessel undergoing a Selected Restricted Availability (SRA) maintenance program. The scope of work comprises seven Task Group Instructions (TGIs) involving deck plating preservation, scaffolding installation and removal, replacement of dogging actuator foundations, nontight door replacement, and preservation of forward MK41 Mod 15 Vertical Launch System components. Only contractors holding active Master Ship Repair Agreements (MSRA) or Agreements for Boat Repair (ABR) with the U.S. Navy are eligible to submit proposals, and all contractors must be duly authorized to operate and conduct business in Japan. The contract will be awarded to the lowest-priced technically acceptable proposal, with technical acceptability evaluated based on demonstrated understanding and ability to complete the scope of work through proposed labor hours and materials. Sealed offers are due by March 20, 2026, at 10:00 AM Japan Standard Time, with a 90-day proposal validity period required, and the Government intends to award without discussions but reserves the right to conduct discussions if necessary.
This solicitation carries no set-aside designation and is structured as a firm fixed-price job order under an existing Master Agreement for Repair and Alteration of Vessels (MARAV). The contract features a two-line item structure with CLIN 0001 containing the primary work specification package at firm fixed price and CLIN 0002 establishing a Growth Reservation CLIN representing 11.79% of the total proposed cost for CLIN 0001 to accommodate anticipated additional repairs discovered during execution. Award pricing will be in Japanese Yen (JPY) with a FY26 Budget Exchange Rate of JPY 150.4415 per USD 1.00 for Government administrative purposes. The performance period runs from April 1, 2026, through September 1, 2026, with all work to be performed at Commander, Fleet Activities Yokosuka (CFAY) Naval Base in Yokosuka, Japan. Proposals must include an itemized price breakdown on the provided Proposal Breakdown Sheet, with failure to complete this attachment potentially resulting in proposal rejection, and contractors must also identify hazardous materials and declare any anticipated sea transportation requirements.
