About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking repair and maintenance services for the USS CURTIS WILBUR (DDG-54) through a firm-fixed-price procurement for a Continuous Maintenance Availability (CMAV) scheduled from August 3-13, 2025. The solicitation requires contractors to have an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) and be authorized to operate and do business in Japan as prescribed by DFARS 252.225-7042. The work specification package includes three distinct maintenance tasks: air conditioning plant condenser mechanical cleaning, potable water pump mechanical seal replacement, and hydraulic power unit fluid cooler cleaning and inspection. The government intends to award the contract without discussions, with price being the dominant evaluation factor and technical acceptability serving as a pass/fail criterion. Critical deadlines include requesting access to the detailed Statement of Work through DoD SAFE by July 10, 2025 at 10:00 AM Japan Standard Time, and submitting complete proposals by July 14, 2025 at 10:00 AM Japan Standard Time.
This solicitation does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. The total contract value will be determined by contractor proposals, with no specific budget range disclosed in the solicitation materials. The performance period spans 11 days from August 3 through August 13, 2025, representing a concentrated maintenance availability window typical of naval ship repair operations. All work will be performed at Commander, Fleet Activities Yokosuka (CFAY) Naval Base in Yokosuka, Kanagawa, Japan, reflecting the forward-deployed nature of this naval vessel. The solicitation includes multiple attachments for pricing proposals, warranty tracking, government furnished property listings, and source of repair instructions, with access to detailed work specifications limited to a 14-day window after initial request through the secure DoD SAFE file transfer system.
