About this opportunity

The Naval Sea Systems Command (NAVSEA) seeks execution of docking selected restricted availability (DSRA) for USS CINCINNATI (LCS 20) and USS CANBERRA (LCS 30) in fiscal year 2027, with proposals due July 9, 2026. The procurement is unrestricted; NAVSEA's market research determined that fewer than two small business concerns possess the capability to perform, and therefore the requirement is not set-aside for small business under FAR 19.502-2(b).

Place of performance is the West Coast on a coast-wide basis. The work encompasses maintenance, modernization, and repair requiring contractors with substantial facilities including a capable pier suitable for the applicable ship class and human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair, and modernization. Two contracts are expected to be awarded—one contractor per availability.

The solicitation is N00024-26-R-4441 and has been amended multiple times (A0001, A0002, A0004, A0005, A0006). The NAICS code is 336611, Ship Building and Repairing; the PSC is J999, Non-Nuclear Ship Repair (West). The solicitation is issued electronically via PIEE; offerors must register in the System for Award Management (SAM) to participate. Potential offerors must request access to CDRLs, J-, and S- attachments in writing to Contract Specialist Jacob Juros (jacob.a.juros.civ@us.navy.mil) or Contracting Officer Brian Romano (brian.c.romano.civ@us.navy.mil), including the company's SAM Unique Entity Identifier (UEI) number.
