About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking repair and maintenance services for the USS BLUE RIDGE (LCC-19) through a comprehensive Depot Scheduled Maintenance and Repair Availability (DSRA) Modernization Bundle 2. The solicitation covers extensive ship modernization work including electrical systems, power and lighting upgrades, transient voltage surge suppressors, dry air system refurbishments, and alarm/safety system modifications. Offerors must be authorized to operate and conduct business in Japan as prescribed by DFARS 252.225-7042 and possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR). The contract will be evaluated using a lowest-price technically acceptable (LPTA) approach, assessing technical acceptability, past performance, and total price. The solicitation has undergone multiple amendments, with the current proposal deadline set for October 23, 2025 at 10:00 AM Japan Standard Time, and offerors must request access to detailed work specifications through DoD SAFE by October 20, 2025.

This solicitation operates without any set-aside designation and is structured as a firm-fixed-price contract with both a base contract line item and a growth provision allowing for up to 30.57% expansion for additional work requirements. No current contractors or incumbents are specifically identified in the available documentation. The performance period has been extended from the original timeframe to run from July 21, 2026 through June 20, 2028, providing nearly two years for completion of the modernization work. All work must be performed at Commander, Fleet Activities Yokosuka (CFAY) Naval Base in Japan, reflecting the strategic Pacific location of this amphibious command ship. The solicitation includes eleven separate work items covering various ship systems and incorporates comprehensive quality assurance surveillance plans and contract data requirements to ensure proper execution and oversight of the modernization project.
