Place of performance is Norfolk, Virginia. The procurement requires delivery of four part categories by November 2, 2027: 20 gaskets (Part # 174-7792), 110 mount assemblies (Part # 180-1483), 660 bolts (Part # 7X-0386), and 40 single fuel injector gasket kits (Part # 479-1622). All parts must be new; refurbished or used items are not acceptable. The solicitation is processed as a Brand Name acquisition limited to genuine Caterpillar components under 10 U.S.C. 3204(a)(1), justified by technical necessity and shock-test specifications integral to Caterpillar 3600-Series generators.
The total procurement value is $1.735326 billion in Fiscal Year 2027 OPN funds. Shipping is FOB Destination with all costs included in the quote. Award will be made on a Best Value basis using three equally weighted factors: Technical Capability (ability to meet SOW specifications and lead times), Delivery Capacity (ability to meet delivery schedules, with partial shipments authorized), and Price (fully burdened costs). Vendors must achieve an Acceptable technical rating on all factors. Quote submissions must include itemized pricing, technical capability statement with capabilities summary, CAGE Code and/or SAM UEI, payment terms, and validity for a minimum of 60 calendar days.
