Amend 0003
The purpose of this amendment 0003 is to:
1) Amend Addendum 1.0 Statement of Work; section 1.4 Tasks, Task 1 Furnish, Deliver and Off-Load Hay, Frequency and Manner of Deliveries, to clarify the method by which deliveries will be requested, the hours when deliveries can occur and the estimated number of deliveries to each stable within a given one-year period and;
2) Amend Addendum 2.0 Schedule of Supplies and Services, base and all Option Period CLINs to clarify that the government expects contractors to provide pricing for the Not-to-Exceed quantity of 150 tons of hay per year.
The SF-30 and Amended RFQ document P17PS01083 are attached. All changes are shown in highlight, with a change bar in the right-hand margin.
The date and time for the submission of quotes is not extended.
There are no other changes to the terms of the solicitation.
Offerors are required to acknowledge receipt of this modification by signing and returning one copy of the Amendment 0003 SF-30 in boxes 15a through 15c along with their quote.

Amend 0002
The National Park Service, United States Park Police (NPS USPP) will offer a two day period for site visits to any or all of the 5 USPP Horse Stables that are the subject of this requirement.
The site visits will be scheduled for Wednesday April 26th and Thursday April 27th beginning at 10:00 EDT on each date. On each date, contractors may visit any or all of the Stable locations. Contractors may also divide the Stables between the two dates in order to visit all Stables over a two day period.
The purpose of the site visits will be to provide interested Contractors with an opportunity to see each Stable location and obtain technical information (e.g. exact building dimensions, type and condition of access points or roads, size or height limitations for equipment, etc.) necessary for the submission of competitive quotes.
Questions addressing a contractor's approach to performing the work (i.e. the proposed solution), the solicitation terms or conditions, anticipated award date, and any questions regarding the instructions for the submission or quotes or the evaluation criteria are not appropriate for the site visit. All question of that nature must be directed to the Contracting point of contact identified in the RFQ (Katherine Huff, katherine_huff@nps.gov, 303-969-2407).
Contractors who are interested in the site visits must complete the USPP HMP Hay Site Visit Registration Form. A maximum of 3 individuals per company will be permitted to participate. Only those individuals identified via the registration form will be permitted to participate. All individuals participating in a site visit must have provided a registration form by the deadline date identified below. Non-registered individuals will not be permitted to participate. All individuals who will attend the site visit must bring a picture ID.
Completed registration forms must be returned by Monday April 24, 2017 at 11:00 EDT to Katherine Huff at katherine_huff@nps.gov

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) The solicitation number P17PS01083 is issued as a request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94, 2005-95 (effective 01/19/17). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://farsite.hill.af.mil/vffara.htm
(iv) This RFQ is considered Full and Open Competition. The associated NAICS code is 11940, Hay Farming, with an associated small business size standard of $750,000.00.
(v) Please see the attached solicitation P17PS01083 for a list of contract line item number(s) and items, quantities and units of measure, including option(s).
(vi) The National Park Service (NPS), United States Park Police (USPP) has a requirement for a vendor to supply, deliver and off-load weed-free hay to 5 locations within the greater Washington DC Metropolitan area. Please see attached solicitation P17PS01083for a detailed description of requirements for the items to be acquired.
(vii) Please see attached solicitation P17PS01083 for the date(s) and place(s) of delivery and acceptance and FOB point.
(viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Please see attached solicitation P17PS01083 for the Addendum with specific instructions.
