About this opportunity

The Department of the Navy Military Sealift Command is seeking contractors to provide lay berth and ship repair services for the USNS ROBERT E. SIMANEK (ESB 7), an Expeditionary Sea Base vessel. The contract will require the contractor to provide pier facilities, maintenance, and repair services at their own facility, which must be located on the US East or Gulf Coast due to operational and national security considerations. Key requirements include providing lay berth pier facilities, preventive maintenance, deck and engine watch support, and potential additional services such as industrial assistance and mid-term availability work. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with technical factors including lay berth suitability, understanding of work requirements, ability to perform the work, and management control. The full solicitation will be released on or about September 1, 2025, through the Procurement Integrated Enterprise Environment Solicitation Module, and interested contractors must complete a non-disclosure agreement to access technical data and government furnished information.

This opportunity is designated as a total small business set-aside, with the government expecting to receive proposals from two or more small businesses based on market research conducted prior to the announcement. No incumbent contractors or current service providers are identified in the solicitation materials. While specific contract values or budget ranges are not disclosed in this pre-solicitation notice, the government indicates it will be a firm-fixed-price contract arrangement. The anticipated performance period spans seven months, from April 1, 2026, to October 31, 2026. The solicitation falls under NAICS code 336611 for Ship Building and Repairing and PSC code J998 for Non-Nuclear Ship Repair (East), reflecting the specialized nature of the naval vessel maintenance and repair services required.
