About this opportunity
The Naval Supply Systems Command seeks completion of Mid-Term Availability (MTA) maintenance and repair for USNS RAPPAHANNOCK (T-AO 204), a U.S. Navy replenishment oiler, with proposals due August 23, 2026. Performance occurs in the U.S. 7th Fleet Area of Responsibility (excluding India) from December 1, 2026 through February 14, 2027, with an optional 15-day extension through March 1, 2027.
The contract structure is hybrid Firm-Fixed-Price for the base MTA work package (CLIN 0001) and Time-and-Materials for growth work. CLIN 0002 covers prime labor at an estimated 41,073 hours; CLIN 0003 accommodates material and subcontractor costs not-to-exceed $2,046,543.96. The base work package comprises approximately 200 items across ten functional areas: General Services and Requirements, Hull and Structural, Propulsion Machinery, Electrical, Communication and Navigation, Auxiliary Machinery, Habitability Outfitting and Furnishings, HVAC, Drydocking, and Underway Replenishment Equipment. Scope includes main engine overhaul (12,000 hours), main reduction gear inspection, hull preservation and painting, tank preservation, non-destructive testing, fire protection system certifications, electrical modernization, navigation system upgrades, propeller work, and underway replenishment equipment refurbishment.
Evaluation criteria are lowest price technically acceptable (LPTA), emphasizing work item package understanding, ability to perform, management control, quality assurance, and past performance. HUBZone small business concerns receive a 10-percent price evaluation preference. The contract incorporates FAR and DFARS clauses and liquidated damages provisions ranging from $16,000 to $60,000 daily depending on location. Sealed offers must be submitted electronically by August 24, 2026 at 10:00 AM Singapore Standard Time. NAICS 336611, Ship Building and Repairing; PSC J999, Non-Nuclear Ship Repair (West).
