About this opportunity
The Department of the Navy Military Sealift Command seeks replacement sea chest kits for USNS Newport under WOSB set-aside, with proposals due August 7, 2026. This is a sole-source procurement restricted to Bayou Metals Supply, LLC, based on proprietary drawings and American Bureau of Shipping certification requirements unique to the OEM.
The procurement covers six sea chest kits: two 10-inch units (part number 954023083D885) and four 12-inch units (part number 954023083D886), all manufactured from domestic 5086-H116 aluminum alloy plate and seamless pipe with ABS-certified welders and ABS inspector approval. Horizontal nozzles ship loose, manufactured from 5086 pipe with ANSI flanges machined approximately 300 millimeters longer than drawing specifications to accommodate on-site connection by the prime contractor. Each kit includes material certification documents and one 316 stainless steel sea chest basket. Place of performance is Slidell, Louisiana (recommended source location), with delivery to MSC Warehouse in Norfolk, Virginia (DoDAAC N32205) by April 30, 2027. All materials must be packaged for international shipping with advance notification to Melissa Gooch, Principal Port Engineer (757-341-5989 or melissa.a.gooch2.civ@us.navy.mil) when ready for MSC pickup.
The NAICS code is 332420, Metal Tank (Heavy Gauge) Manufacturing; PSC is 5430, Storage Tanks. Firm fixed-price basis applies. Evaluation criteria are technical acceptability and price reasonableness. The contracting officer is Maurice Hawkins (5642265421) at MSC Norfolk. Contractors must comply with DFARS 252.211-7003 (item unique identification) and standard packaging and marking requirements per MIL-STD and FAR standards; items with unit acquisition costs of $5,000 or more require DoD unique identification or DoD-recognized equivalents.
