About this opportunity
The Department of the Navy Military Sealift Command has awarded modifications to contract N3220526C1226 to Alabama Shipyard for regular overhaul and drydocking availability of the USNS LARAMIE on a limited-source basis under 10 U.S.C. 3204(a)(2), unusual and compelling urgency.
The base contract was awarded on February 26, 2026, for 122 work items valued at $18,205,703.00 through adequate competition. The modifications add three work items outside the original package scope: Bosun Hatch Repair, necessitated by late-to-maintenance condition of the hatch after award; Replace Stateroom Deck Coverings, required due to molded carpet; and Lifeboat & Davit 5-Year Service & Inspection, where a two-year service interval has been superseded by a required five-year service cycle. The modifications are justified as necessary to comply with regulatory requirements from the U.S. Navy, U.S. Coast Guard, and American Bureau of Shipping.
Competitive solicitation was determined infeasible due to the vessel's per diem rate of $210,167.00 per day and a required 381-day procurement lead time. The current maintenance window, with interferences removed and equipment open for inspection, represents the most cost-effective opportunity given the vessel's operational status. The original performance period of April 20, 2026 through July 29, 2026 was extended to April 23, 2026 through August 01, 2026. The Contracting Officer determined the anticipated cost fair and reasonable and committed to obtaining technical data packages or performance specifications to support future competition. Funding is Operations and Maintenance, Navy (O&M,N) for fiscal year 2026.
