About this opportunity

The Department of the Navy Military Sealift Command intends to make a sole-source award to Danfoss Airflex for critical engine components required to conduct overhaul and certification of the USNS HENRY J. KAISER (T-AO 187). The procurement covers main diesel power couplings and clutches, port and starboard propulsion shaft brakes, and PTO clutches and couplings—all ship critical equipment items installed on Military Sealift Command's T-AO Class of ships. Danfoss Airflex has been identified as the sole-source Original Equipment Manufacturer and authorized parts and service provider for these components. The contracting officer has justified the non-competitive procurement based on the rationale that only one responsible source is reasonably available, as Danfoss Power Solutions retains proprietary rights to all design drawings, tolerances, and specifications. Additional justification includes standardization requirements to maintain fleet configuration baseline across the MSC T-AO 187 class vessels and compatibility requirements as a direct replacement part for existing equipment. This pre-solicitation notice was posted on March 10, 2026, with a due date of March 16, 2026 for any entities wishing to challenge the sole-source determination.

This procurement carries no set-aside designation. Danfoss Airflex is the identified incumbent contractor and sole-source provider for these propulsion and engine components. The notice does not disclose a specific contract award value or budget range. The required delivery date for the parts is November 1, 2026, allowing approximately eight months from the notice posting date for procurement completion. The memorandum authorizes the acquisition under a simplified acquisition framework (PID Number N32205-26-SIMACQ-DSM-PMI-0159) and notes that interested non-OEM suppliers may explore qualification as MSC-approved non-OEM providers for ship critical equipment by consulting the qualification information available through the MSC website.
