About this opportunity

The Naval Supply Systems Command is seeking ship repair services for the Mid-Term Availability (MTA) of the USNS City of Bismarck (T-EPF 9), a military sealift vessel. This Pre-Solicitation Notice invites competitive bids from shipyard firms operating in the Seventh Fleet Area of Responsibility, with a formal solicitation expected to follow. To qualify for consideration, firms must maintain an active registration in the System for Awards Management (SAM.gov) and be authorized to conduct business in the country of performance. Interested ship repair firms should submit capability statements that document their experience with major ship repair overhauls, relevant contract history, workforce capacity, and any prior experience servicing U.S. Navy vessels. The capability statement submission deadline is March 19, 2026, and should include company contact information, firm background, website address, and specific examples of work that align with the anticipated maintenance requirements outlined in the attached Work Item Index.

This procurement carries no set-aside designation and does not identify any current incumbent contractors. The MTA is tentatively scheduled for early calendar year 2027 and encompasses comprehensive maintenance and repair services across nine major work categories, including hull and structural work, propulsion machinery, electrical systems, communication and navigation equipment, auxiliary machinery, habitability services, HVAC systems, and underway replenishment equipment. The Work Item Index identifies 84 distinct work items on various maintenance cycles, ranging from annual to extended 2.5-year intervals. While no specific budget range or award value is disclosed in this Pre-Solicitation Notice, the scope encompasses major overhaul-level work on a 103-meter vessel with a maximum displacement of 2,500 metric tons, suggesting a substantial contract value. This notice serves as a market research tool to identify qualified contractors prior to the formal competitive solicitation process.
