About this opportunity
The Department of the Navy's Military Sealift Command is seeking to procure propeller hub refurbishment services for the USNS CATAWBA from Propulsion Systems Inc. (PSI), the Original Equipment Manufacturer (OEM) and an ABS-recognized Marine Propulsion shafting repair facility. The contract requires PSI to open, inspect, and refurbish two E-85/4 ATF Shore Side Spare propeller hubs, which includes replacing components such as retaining ring rod seals, bearing rings, sliding blocks, piston rings, and seal kits, with hydrotesting to be conducted under ABS surveyor oversight. Quotes for this firm-fixed-price contract are due by March 3, 2025, at 1:00 PM EST, with evaluations focusing on technical capability and price. Contractors must submit documentation demonstrating proper OEM training and authorization. The solicitation emphasizes the requirement for specialized technical expertise in marine propulsion system maintenance.
The contract is not set aside for small businesses and falls under NAICS category 811310 with a size standard of $12.5 million. The work will be performed at PSI's facility in Seattle, Washington, though the propeller hubs are currently located in Norfolk, Virginia, with the government managing transportation between locations. The period of performance is from April 15 to September 1, 2025, covering the refurbishment of two propeller hubs in preparation for the vessel's repair and dry dock scheduled for September 2025. The procurement is funded by FY2025 Navy working capital funds and justified under 10 U.S.C 2304(c)(1) as a sole-source procurement due to PSI's exclusive technical rights and proprietary Controllable Pitch Propeller system. While MSC accepts submissions from non-OEM contractors for qualification, no other OEM-certified vendors have been identified for this specific technical service.
