About this opportunity

The Department of the Navy Naval Supply Systems Command is issuing a competitive solicitation for voyage repair availability (VRA) services for the USNS ALAN SHEPARD (T-AKE 3), a Navy supply ship. The repair work encompasses corrective maintenance across multiple functional areas including general services, electrical systems, communication and navigation equipment, auxiliary machinery, habitability outfitting, and HVAC systems, with work scheduled from March 19 to April 1, 2026, in Thailand. To be eligible for award, offerors must maintain current and active Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) certification from NAVSUP, possess active registration in the System for Award Management (SAM.gov), and be authorized to conduct business in Thailand. While evaluation criteria are not explicitly detailed in this pre-solicitation notice, the qualification requirements emphasize the Navy's need for contractors with demonstrated managerial and technical capabilities to execute complex shipboard repair work. Questions regarding the opportunity should be directed to Lito Ferrer at hipolito.p.ferrer.civ@us.navy.mil, with this pre-solicitation notice posted on February 12, 2026, and a due date of February 16, 2026.

This procurement carries no set-aside designation and does not identify any incumbent contractor or current service provider. No specific award value or budget range is disclosed in the pre-solicitation notice, though the scope of work is substantial and includes major components such as switchboard repairs, life-raft emergency lighting modifications, overhead crane motor replacement, plate cooler overhauls, seachest valve replacement, propeller maintenance, and hull work. The repair availability period spans approximately 13 days, representing a compressed timeline for executing the comprehensive maintenance and corrective work detailed in the attached Work Item Index Report. Interested firms should review the Work Item Index Report to assess the full scope of repairs and determine their capacity to mobilize personnel and resources to Thailand within the specified performance window.

Notice text

This is a Synopsis notice only. This is not a solicitation or request for proposal and no contract will be awarded from this notice. The information in this notification is subject to change and in no way binds the U.S. Government to award a contract.

The NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Singapore intends to issue a competitive solicitation for a Voyage Repair Availability (VRA) of the USNS ALAN SHEPARD (T-AKE 3) which is tentatively scheduled from 19 March  - 1 April 2026. Place of Performance will be in Thailand.

See the attached Work Item Index for the USNS ALAN SHEPARD (T-AKE-3).

To be eligible for award, the offeror must have an active registration in the System Awards Management (SAM.gov). Firms with inactive registrations will not be considered for award. Firms must be authorized to do business in the country of performance.

Evidence of current MSRA/ABR holders: The type of work that comprises ship repair, and the conditions under which it is performed, require that contracting is limited to companies or firms that are fully capable of conducting all aspects of shipboard work or boat/craft repair. Master Ship Repair Agreement (MSRA) holders are previously determined to possess the facilities, management, organization and production capabilities to perform an entire complex repair and alteration package. On the other hand, Agreement for Boat Repair (ABR) holders are firms who have demonstrated managerial capabilities to schedule and to control boat/craft repairs.

To ensure the US Navy receives satisfactory repair effort to Navy ships, boats and crafts, this solicitation have a positive qualification requirement for an Offeror to possess a current and active USN MSRA or ABR issued by NAVSUP FLCY. Offeror shall provide evidence of current MSRA/ABR holder.

Please email Lito Ferrer at hipolito.p.ferrer.civ@us.navy.mil for any questions pertaining to this notice.
